Performance measurement is most often viewed in the context of budgeting or in the terms of accountability/transparency—and those are two important roles in and of themselves.

This web workshop will focus on yet another role for performance measurement and, arguably, an even more important role—the potential for performance measurement to foster positive change in organizational culture and, by so doing, organizational outcomes.

Evidence-based discussion among elected officials, management and employees helps focus attention on results that really matter to residents and local businesses.

This web workshop includes exercise linking annual council goals and/or the objectives of a locality’s strategic plan to key outcome measures.

1. The fundamental difference between the “gotcha” school of performance measurement and the “continuous learning” one—and its wide-ranging implications for management and leadership;

2. The key set of questions to ask your management team (and yourself) to add “piercing clarity” to what elected officials have indicated your community needs to accomplish as well as determine if real progress is being made.

3. Also identified will be key questions that can drive positive actions.

All of this will be pulled together during the web workshop when you—working with a small group of department heads or other employees—employ these techniques to add clarity to difficult-to-define provisions of your strategic plan or annual council goals.

Meet Your Web Workshop Leader

MLawsonMichael Lawson is director of ICMA's Center for Performance Measurement, a program that helps local governments use performance measurement to improve the effectiveness and efficiency of public services—and accomplishes this through the prism of organizational management, leadership and outcome-based governance.

With more than 28 years of professional experience, Mike has been with ICMA since 1997. Previously, he has served as director of government finance for the Connecticut Conference of Municipalities (1988-97) and as a research fellow/public finance analyst for the U.S. Advisory Commission on Intergovernmental Relations (1981-88). He holds an MPA from Indiana University and is a Phi Beta Kappa graduate of Purdue University.

 

What Is an ICMA University Web Workshop?

With tight budgets and, in many cases, a travel moratorium, it’s a challenge to continue to provide necessary professional development for your staff. Web workshops are the high-quality, lower-cost solution you’ve been asking for.

It’s the same high-quality content and training as the ICMA University Workshops To Go, provided over the phone and Internet, with staff from other jurisdictions participating from their locations.

One low registration fee ($395 for ICMA members, $595 for nonmembers) allows an unlimited number of staff from your office to participate in the half-day workshop by gathering in a training room at your location and dialing in to a toll-free number on speakerphone. You also will log in to the session on the Internet, where you will view the PowerPoint presentation. During the Web workshop, you will get a chance to have discussions with your staff about case studies, ask questions of and interact with the Web workshop leader and other participating organizations/jurisdictions.

How Do ICMA University Web Workshops Work?

ICMA University Web Workshops provide you with a cost-effective and convenient way to train your entire staff in your office without the travel costs and time. The Web workshop is live, interactive training where you can ask the workshop leader questions in real time, through online chat during the workshop. In addition, your registration includes all of the workshop materials, which will be available to you before the workshop takes place.

Before the event date, you'll get an e-mail reminder that includes a toll-free number, URL to view the presentation, and a unique access code. On the day of then workshop, you'll dial the toll-free number to listen in via speakerphone and access the workshop site using the URL.

The registration fee is $395 (ICMA members) or $595 (nonmembers). If you are an ICMA member, you'll need your Member ID to get the member price.

There is no limit to the number of staff from your office who can participate in this web workshop. One registration fee of $395 (ICMA members) or $595 (nonmembers) gives you an access code for one phone line and the URL to view the PowerPoint presentation.

Note: Additional phones lines require additional access codes, which means separate registrations for each additional access code you need.

Your fee also includes the presentation materials and free online access for your staff to listen to the recording of the entire web workshop at their convenience for 30 days.

Cancellation Policy

You may cancel your registration up to 48 hours in advance of the workshop and transfer your registration to a future Web workshop without penalty. If you do not transfer your registration, you must cancel no later than one week prior of the workshop date to receive a full refund of your fee.
