Strategic Roadmap

  • Reviewed results of the environmental scan for ICMA’s strategic planning process and collaborated on key elements of the strategic roadmap.

  • Continued work on the strategic roadmap; provided direction on the vision and outcome areas to guide the next phase of strategies and tactics development.

  • Recommitted to ICMA’s global focus as aligned with the strategic roadmap’s vision and outcomes.

Budget, Financial Oversight, and Asset Stewardship

  • Approved operational priorities for the upcoming fiscal year budget, emphasizing dual commitment to core services and reimagining the ICMA business model.

  • Reviewed preliminary financial results from the 2025 ICMA Annual Conference in Tampa.

  • Reviewed the FY 2025 second quarter financial results report.

  • Held an executive session on financial and property matters.

  • Discussed ICMA’s role in advocacy and the Fund for Professional Management; set a minimum retained balance of $2 million in the Fund.

Conferences, Meetings, and Major Events

  • Reviewed logistical arrangements and joint programming for the March board meeting and the global exchange in Dublin, Ireland.

  • Discussed future annual conference locations and provided broad direction for the development of a new policy that the board will consider at its June meeting.

Governance, Leadership Processes, and Appointments

  • Approved the 2026 president-elect interview schedule, questions, and candidates.

  • Appointed David Ellis, Tanya Ange, and Jean Grisi to the MissionSquare Board of Directors.

Policies, Awards, and Recognition

  • Approved Life membership for Michael McLaurin.

  • Approved a policy on award naming.

  • Approved a policy on affiliate awards to allow ICMA to highlight the top-award recipient from domestic affiliate organizations.

Committees, Task Forces, and Board Workplans

  • Reviewed board committee reports and annual workplans.

  • Approved member committees and task forces for 2026.

Research, Data, and Partnerships

  • Approved a contract with the University of North Carolina to develop a comprehensive database documenting forms of municipal government.

Advocacy and Public Statements

  • Expressed continued support for using Governmental Affairs and Policy Committee guidance to determine if and when ICMA should issue or sign on to statements, amicus briefs, and advocacy efforts.
