This article discusses the programs in Bulgarian municipalities carried out as part of a collaboration among several U.S. and Bulgarian municipalities, a program celebrating its 10th anniversary in 2007. The programs undertaken are in local economic development, waste management and public infrastructure management The activities described here were undertaken as part of the City Links Program developed by ICMA and the U.S. Agency for International Development. The program partners U.S. local government professionals with their counterparts in developing and transition countries to identify and implement local solutions to problems. In this case the U.S. cities were Charlottesville, Virginia; Auburn, Alabama; Winchester, Virginia; Kettering, Ohio; Golden, Colorado; and West Bend, Wisconsin and village of Johnstown, Ohio and San Bernardino County (California) Economic Development Agency.
