This article describes several programs developed in Cuddalore and Nagapattinam, two areas of India hard-hit by the 2005 tsunami. The programs implemented innovative solutions facing these municipalities in the areas of emergency management and infrastructure development, including the use of techniques such as CAD mapping software in emergencies. The activities described here were undertaken as part of the City Links Program developed by ICMA and the U.S. Agency for International Development. The program partners U.S. local government professionals with their counterparts in developing and transition countries to identify and implement local solutions to problems; in this case the U.S. cities were Palm Bay, Port Orange, and Oldsmar, Florida.
