In response to the overwhelming amount of homeless veterans Clark County, Nevada needed to find out how to find permanent homes for this group. This document addresses the initial problems as well as the period of solution solving that followed that resulted in Functional Zero. The program has been nominated for the 2016 Local Government Excellence Awards in the category of Community Partnership (populations of 50,000 and greater).
