Michael has been a member of the International City/County Management Association (ICMA) for over 30 years and is a member of the Global Engagement Committee. For ICMA, he has been a volunteer expert and presenter around the globe. He was the city manager of Annapolis for about 15 years and was the department director for five. He earned a juris doctorate from the University of Baltimore School of Law and a bachelor of science in geography from the University of Maryland. Michael is an avid cyclist and usually cycles over several thousand miles a year.

Michael McElroy has served as the director of planning and development in El Paso County, Texas, since 2023. In this position, he oversees comprehensive land planning, roadway and airport construction, strategic utilities, and creating places of opportunity for residents. He formerly served as the planning manager for the El Paso International Airport since 2016, with primary responsibility for all project planning and pre-construction activities. Prior to this, he served several roles at the city of El Paso, lastly as a senior planner with responsibility for local zoning and permitting. He is a licensed professional planner in the state of New Jersey and member of the American Institute of Certified Planners.

Marco is an ambitious and passionate senior transport planner who challenges his clients to make cycling or active travel their priority. In his work, he places high demands on himself and the work he delivers. He believes that when planning or designing for cycling it is important to get everything right, including the details.
Marco has significant experience on the Dutch and Irish market in a great variety of transport related projects. He has worked as a transport planner in Dublin. He also has experience in countries such as Belgium, Canada, Turkey, Malaysia, and the United Kingdom. In his view understanding the local context, from guidelines to attitudes, are key to getting the details right and making cycling a success. As a trained urban planner, he understands other perspectives and the need to find integrated solutions in the projects.
Marco has led projects in cycling regarding road design, data studies, route option assessments, municipal cycle policies and cycle strategies.

Bart Slabbinck graduated as an environmental manager. He has a passion for systems thinking and making connections. As a generalist, he has worked in various policy areas: nature conservation, heritage conservation, urban development, and mobility, and for different types of organizations (public, private and NGO). He has been working for the city of Bruges since 2018.
