Director of Capital Projects & Facilities

The City of Valdez is seeking a skilled and strategic Director of Capital Projects & Facilities to lead and oversee the planning, design, construction, and maintenance of public infrastructure and facilities throughout our community. This key leadership role is responsible for managing the City’s Capital Facilities Program inclusive of Capital (CIP) & Major Maintenance (MM) projects, facilities, and associated staff and consultants.

This is an on-site, full-time, fully benefited FLSA exempt position working a minimum of 40 hours per week. Annual salary $119,544.05 - $162,828.64 DOE/DOQ.

Key Responsibilities:
• Lead the development, prioritization, and implementation of capital and major maintenance projects.
• Oversee internal staff and consultant teams through all project phases—from design and permitting to construction and closeout.
• Manage project budgets, schedules, scopes of work, and risk assessments to ensure on-time and on-budget delivery.
• Develop and present long-range plans and capital program recommendations to the City Manager and City Council.
• Administer contracts, RFPs, and professional services agreements in compliance with applicable laws and policies.
• Coordinate facility maintenance and repair programs, including oversight of infrastructure life-cycle planning.
• Serve as a liaison to stakeholders occupying City-owned facilities and infrastructure.
• Participate in emergency response efforts as a member of the City’s Incident Management Team.

Minimum Qualifications:
• Bachelor’s degree in Construction Management or Engineering from an ABET-accredited university. (Extensive experience managing large projects or construction staff may be considered in lieu of a degree.)
• Minimum five (5) years of progressively responsible experience in civil engineering design or construction.
• At least three (3) years in a supervisory and project management role, preferably in a municipal or public-sector setting.
• Valid Alaska Driver’s License (or ability to obtain upon hire).
• Must obtain Alaska CESCL (Certified Erosion and Sediment Control Lead) certification within one year of hire.
• Must be a permanent resident of Valdez or willing to relocate to become one.

What You Bring:
• Deep knowledge of engineering, construction, infrastructure maintenance, and public project delivery.
• Familiarity with city, state, and federal regulations, construction codes, and public procurement procedures.
• Experience managing budgets, contracts, and grants in a public agency setting.
• Proficiency with project management tools and design platforms such as CAD, GIS, spreadsheets, and asset management software.
• Strong communication skills with the ability to present technical information clearly to elected officials, staff, contractors, and the public.
• Demonstrated leadership, problem-solving, and decision-making skills in complex and dynamic environments.

Work Environment & Physical Requirements:
This position works primarily in an office setting with periodic visits to construction and project sites. Site visits may involve exposure to slippery surfaces, heavy machinery, and varying weather conditions.
