Assistant to the Town Manager

JOB SUMMARY

The primary job of this position is to provide professional level management and oversight to key programs and processes of municipal government. This is accomplished by exercising discretion and independent judgment in managing areas of responsibility; implementing goals, policies and priorities adopted by Town Council which are matters of great significance, interacting with the community, elected officials, participating in the annual budget process, and managing performance of subordinates and programs. This position is delegated authority regarding matters of significance including special projects for citizen outreach, community engagement, and volunteer logistics and coordination. The candidate must be highly motivated and strive for success by demonstrating Little Elm’s Core Values of Integrity, Customer Service, Efficiency, and Innovation.

EDUCATION/TRAINING/EXPERIENCE

Bachelor’s degree in public administration, or related field is required, and the successful candidate will possess a Master of Public Administration or related field is preferred. Previous municipal experience is required. Experience working in a City Manager’s office, which can include an internship or ICMA fellowship is preferred.

LICENSES OR CERTIFICATES

Must possess a valid Texas Drivers License.

Ability to read, write and speak English fluently.
Ability to respond to common inquiries or complaints from customers, regulatory agencies or authorities, or members of the local business community.
Ability to effectively present information to elected officials and citizens.

The employee must occasionally lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

ESSENTIAL JOB FUNCTIONS

Leads and supports the development, coordination, and management of community-focused programs and initiatives that enhance public engagement.
Serves as a key liaison between the Town and the community by building relationships with civic organizations, neighborhood groups, and other stakeholders.
Manages communication with the public regarding complaints, concerns, and requests for information, ensuring timely and effective responses that build trust and foster transparency.
Plans, organizes, and implements events, workshops, and educational programs to strengthen community involvement and awareness.
Supports internal workplace culture initiatives, fostering a collaborative and inclusive environment that aligns with the Town’s mission and values.
Assists with the design and execution of internal engagement efforts, such as employee appreciation events, professional development opportunities, and internal communication strategies.
Performs project management, research, and coordination for assigned special projects and programs, ensuring alignment with organizational goals and community needs.
Develops policies, procedures, and programs as outcomes of assigned projects, prioritizing innovative and sustainable practices.
Prepares a variety of detailed reports, analyses, and documents to support decision-making and planning processes for the Town.
Participates in the preparation of the annual budget, multi-year financial plan, and budget document while managing departmental budgets and monitoring variances.
Coordinates and serves as a liaison to volunteer committees, including but not limited to the Youth Council and Citizens Government Academy Alumni.
Assists in the implementation and promotion of a town-wide volunteer program to expand community participation and engagement opportunities.
Provides guidance and support to volunteer leaders, ensuring successful execution of programs and initiatives.
Makes presentations to civic and neighborhood groups, promoting awareness of Town projects, services, and opportunities for engagement.
Facilitates and leads interdepartmental teams or committees to achieve specific tasks, objectives, or special projects that benefit the community.
Exercises independent judgment and decision-making in managing the annual Citizens Government Academy and overseeing various boards and commissions.
Attends regularly scheduled and special meetings of the Town Council, conferences, committee, and staff meetings, providing recommendations and insights on topics under discussion.
Investigates concerns raised by citizens, customers, staff, and council members, offering solutions and recommendations to address issues effectively.
Identifies opportunities for process improvement and implements innovative practices to enhance efficiency and service delivery.
Stays current on best practices in public administration, community engagement, and workplace culture to integrate fresh ideas into the Town’s operations.
