Deputy City Manager

The City of Manassas Park is seeking an experienced Deputy City Manager. The Deputy City Manager is responsible for assisting the City Manager in planning, organizing, managing, and directing the overall activities and operations of City government. The job requires a high level of independence and discretion, with the ability to act as the City Manager in their absence. The Deputy City Manager must have premier skills in managing multiple projects and priorities, effectively representing City policies and programs, and coordinating activities among and with other departments. The Deputy City Manager must be familiar with all aspects of City operational and administrative priorities.

All positions at the City of Manassas Park require a customer service mindset, in accordance with the Customer Service-related focus of the City.

Specific Duties and Responsibilities

• Supervises staff including establishing staffing standards, organizing, selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and terminating or recommending termination.
• Develops and recommends goals, objectives, policy and procedures for city wide application in consultation with City Manager, other elected or appointed officials, senior management, department heads, and department staff, to establish efficient and responsive operational processes; articulates these to City departments and advises and evaluates to ensure compliance and identify deficiencies.
• Provides management, leadership, direction, and broad perspectives to City department management; resolves broad issues relating to several departments, the City, other agencies, or which have serious legal considerations; assists with emergency planning and disaster recovery plans.
• Serves on City Manager’s leadership team and represents the City on boards or committees involved in planning, management, or other issues; participates in interagency or other meetings or conferences; develops and recommends budgets, resolution for major issues, and project or programs; makes presentations to elected or appointed officials, regulatory agencies, department heads and staff, and public or private agencies or groups.
• As directed by the City Manager, negotiates for, and represents the City with intergovernmental activities, regional agencies, citizen’s groups, and civic, or professional leaders; manages media relations to enhance the City’s image.
• Oversees administrative matters such as developing and defending budgets, administering expenditures for major programs and projects, conducting analytical studies, managing correspondence and records, preparing routine or special reports, administering training, providing for staff technical or professional growth, and other administrative duties.
• May perform other duties as assigned.
• In addition to the above-mentioned job responsibilities, all positions at the City of Manassas Park are expected to promote a culture of civility, where respectful engagement, open communication, and collaboration are standard practices. Knowledge, Skills and Abilities Required

• Ability to collaboratively direct staff in their daily work as well as during major events.
• Report on significant activities, documenting results and recommendations.
• Collaboratively negotiate or exchanges ideas, information, and opinions with others to formulate policies and programs, or arrive jointly at decisions, conclusions, or solutions.
• Strong analytical skills; ability to analyze existing and proposed programs, policies, and operational needs. Analytical skills include practical application of fractions, percentages, ratios and proportions, measurements, or logarithms; may use algebraic solutions of equations and equalities, deductive geometry, and/or descriptive statistics.
• Ability to utilize a desktop/laptop computer, strong knowledge of MS Office applications (Word, Excel, and PowerPoint), database software aptitude.
• Ability to read, understand, and communicate professional and technical journals, abstracts, financial reports, and legal documents clearly, both verbally and in writing.
• Ability to work independently and to accomplish tasks and assignments.
• Ability to communicate verbally in a public-speaking environment.
• Performs work involving the application of principles of logical thinking, scientific, medical, or legal process to diagnose or define problems, collect data and solve abstract problems with widespread unit or organization impact; requires sustained, intense concentration for accurate results and continuous exposure to unusual pressure.
• Make decisions with serious impact – affects entire organization and impacts other activities/organizations and the general public.
• Develops and implements long range plans and programs to support the goals and objectives of the City.

Minimum Education and Training

• Requires Bachelor’s degree in business administration, public administration, or related field. Master’s degree preferred.
• Requires ten years of experience with progressively increasing levels of supervisory and management responsibility in the public sector.

Authorized Hiring Range: $115,000 - $160,000
