Your Mission
As the financial manager for Public Works, you will provide expert guidance to the Public Works (PW) leadership team in financial matters, including budget development and monitoring, strategic financial planning, financial management and rate model development and analysis. Additionally, you will manage PW Utility Administration team, which includes learning the practices and regulations governing the stormwater and wastewater charges billed to Eugene citizens. You will have an opportunity to build strong partnerships and learn a variety of public works infrastructure programs as you provide technical expertise to leaders across the department, as well as external partners.

A Day in the Life of a PW Financial Manager
As a member of the Public Works Administration finance and utility administration team, your day will involve a blend of mentoring your team, addressing time-sensitive policy implementation or financial questions, collaboration with PW and City finance staff, summarizing analyses you and your team have completed, and working towards your professional development goals. A typical week could look like:
Providing professional guidance to a financial analyst in another Public Works division on a budget question or forecasting scenario;
Working with your Utility Administration team to develop a plan on how to conduct an audit of certain types of customer accounts for accuracy;
Partner with PWA finance team on completing a variety of budget monitoring analyses;
Providing assistance to the City’s Finance team on implementing a financial process change that impacts Public Works;
Attend team meetings, work independently on projects and grow your career with the City through 1:1 development time.

Examples of Duties Performed - Duties may include but are not limited to the following
Public Works Administration Financial Services section management:
You will be responsible for planning, directing, supervising and monitoring the operations and activities of the Financial Services section of the Public Works Administration Division, which includes the Utility Administration team and the Financial Services team. This will include developing annual goals and work plans for the work section. To implement your work plans, you will need to assign work activities and projects to section staff and monitor workflow and project status. Reviewing work products of staff to ensure they are in compliance with policies, standards and customer requirements will also be needed. The nature of your overall programs will require the need to coordinate some of your program operations with other divisions and departments, as well as partner agencies.
You will supervise and lead a team of seven professional staff. This includes the full range of supervisory duties such as hiring, coaching, terminating, planning, prioritizing, coordinating, and reviewing the work of your team. You will be an important representative on a variety of City committees and task teams. Your program’s services will align with and support the advancement of a work environment that fosters a sense of belonging for all employees.
Financial Management:
This position is responsible for coordinating, preparing and implementing the Public Works department operating and capital budget, with the assistance of three financial analysts that directly report to you in PWA and with financial analysts in each of the other five divisions within Public Works. Leading both your direct team and a team of analysts indirectly will require excellent coordination and communication skills. Leading this expanded financial team in the department will also require you to develop and provide training and education on various financial and budget topics to help the team be successful in complying with city-wide financial policies and procedures.
You’ll be a critical partner with department leadership in providing highly technical financial consultation in any number of financial, budget or policy related changes impacting the department. Additionally, you will prepare and oversee the preparation of revenue forecasting and fund balancing for all department funds, which includes the updating of multi-year fund forecast and financial plans for all 30 different funds in the department. Additionally, you’ll evaluate and recommend all supplemental budget requests and proposals. Overseeing the revenue projections and funding assumptions for the Capital Improvement Program (CIP) and the highly complex internal service and enterprise fund rate-setting processes for the department will also be a responsibility.
Providing grant coordination, consulting and high-level oversight for department grant activities is an important focus for your team, and ensuring systems and procedures are established and followed for compliance with grantor financial requirements will be required.
You will lead project work as needed, to support the department leadership team. This can include the financial analysis and complex modeling involved in service reviews to support decision-making on service levels, establishing department-wide system and tools to help with monitoring of financial data, initiating research and adjustments in processes to ensure compliance with statutory and professional requirements.
As the Public Works Department budget manager, you will be the liaison with Central Service Finance staff. This will include responding to requests from Central Finance staff, other city departments, the public grantors and other governmental agencies on accounting and financial policies, practices and information. You will represent the department and division on several interdepartmental teams and may serve on inter-agency task teams and projects, as needed.
Utility Administration Management:
The Utility Administration Team is comprised of four senior program coordinators, who research and administer over 55,000 stormwater and wastewater accounts. The City partners with Eugene Water and Electric Board (EWEB) on the delivery of a single utility bill to Eugene citizens. Overseeing this team and work involves researching and implementing wastewater and stormwater code and policy that will impact charges and how the stormwater and wastewater rates are to be applied across different account classifications. This will require coordination with Planning and Development Department within the city and EWEB on customer account and billing issues.
The Utility Administration Team uses a customer information system to manage the utility accounts. You will need to coordinate with the City’s Information Services Division to prioritize, plann for, and implement updates to our customer information system to keep account administration functioning and efficient.
Public Works Administration Team:
Everyone needs a team and as part of Public Works Administration, you will be a member of the division’s management team. You will participate in the development of division’s goals, objectives, policies and procedures. This includes assisting in the development of the division work plan and budget, and monitoring expenditures.
Partnering with PW management teams across the department to achieve business outcomes and goals is an important advisory role you be asked to fulfill. This will entail contributing to strategic problem solving and consulting to work towards current and future organizational needs.
Maintaining professional knowledge by participating in professional associations, attending relevant conferences, reviewing professional publications, and participating in other professional development opportunities will be necessary to continually improve your craft.

Qualifications

A typical way to obtain the knowledge and abilities would be:
Experience
Five years of increasingly responsible professional accounting/finance experience, including at least one year of supervisory or team leader experience; experience in government finance is desirable.
Training
Equivalent to a Bachelor's degree from an accredited college or university with major course work in finance, accounting, business administration or a closely related field. MBA degree or CPA certification is desirable.
Additional professional experience may be substituted for the educational requirement on a year- for-year basis.
License and Certificates
A valid Oregon driver's license or, the ability to obtain by date of hire is desirable but not required. If in possession of a valid Oregon driver's license, must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

Knowledge of:
Principles, methods and procedures of municipal financial administration, strategic planning, project management and public policy analysis.
Cash flow projection, financial forecasting and other statistical and quantitative methods; complex research and reporting methods and tools.
Federal, State and local laws, administrative rules and regulations relating to public financial administration, including Oregon Local Budget Law, Oregon Contracting and Public Purchasing law and familiarity with general principles of contract law.
Generally Accepted Accounting Principles for governmental accounting and the recommended practices of the Government Finance Officers Association (GFOA).
Utility administration and billing, customer service and account administration policies, procedures and practices.
Elements of accounting controls and internal control structures to safeguard City assets against loss and their application to local government financial administration. General rules and requirements, common practices and procedures for the administration of federal, state and local grants.
Automated financial management systems and software, such as PeopleSoft and PBCS (Budget System) and knowledge of web-based technology.
Advanced applications of end-user tools for financial data extraction, analysis and reporting, including SQL and Excel
Principles of budget preparation and administration.
Principles and practices of supervision, training, coaching and employee performance management.
Skill in:
Effectively organize and administer the activities of a public works financial services section.
Develop, prepare and present a variety of financial statements, reports and analyses. Analyze department business requirements and develop or modify business processes to meet those needs.
