Franklin County is seeking a highly motivated, results-driven Assistant County Manager to support the County Manager in overseeing operations, optimizing financial performance, and driving organizational excellence. Duties and Responsibilities/Knowledge, Skills, Abilities
Leadership & Strategic Planning
Collaborate with the County Manager and Board of Commissioners to develop and implement the County’s Mission, Vision, Values and Goals.
Lead special projects and county-wide initiatives designed to improve efficiency, cost-effectiveness, and service delivery.
Serve as a key advisor to the County Manager on policy development, financial strategies, and organizational improvements.
Acts on behalf of the County Manager in their absence as assigned.
Financial Oversight & Budget Management
Provide financial analysis and recommendations to ensure fiscal responsibility and long-term sustainability.
Assist with preparing, reviewing, and monitoring the County’s operating and capital budgets, ensuring alignment with strategic priorities.
Partner with the Finance and Information Technology Department to analyze expenditures, identify cost-saving opportunities, and recommend data-driven decisions.
Supports revenue forecasting.
Process Improvement & Organizational Development
Evaluate county processes and workflows to identify inefficiencies and implement innovative solutions.
Lead performance management and continuous improvement initiatives across departments to enhance operational effectiveness.
Utilize data and analytics to measure program outcomes and recommend actionable improvements.
Foster a results-oriented culture focused on collaboration, accountability, and exemplary customer service.
Problem Solving & Cross-Departmental Support
Act as a liaison between the County Manager’s Office and department directors, assisting with resolving operational challenges and improving efficiency
Provide guidance to departments on complex issues, including budget constraints, regulatory compliance, and resource allocation.
Manage sensitive situations requiring diplomacy, discretion, and sound judgment.
Support emergency response planning and crisis management coordination as needed.
Desirable Education and Experience
Education & Experience
Bachelor’s degree in Public Administration, Finance, Business Administration, or a related field required; Master’s degree preferred.
Minimum five (5) years of progressively responsible experience in public administration, business administration, finance, and/or organizational leadership.
Demonstrated experience in financial management, strategic planning, and process improvement.
Knowledge, Skills & Abilities
Strong background in budgeting, financial analysis, and fiscal policy.
Proven ability to lead cross-functional teams with adopted goals and results.
Expertise in developing and implementing policies, procedures, and operational improvements.
Excellent problem-solving and critical-thinking skills, with the ability to manage multiple priorities in a fast-paced environment.
Exceptional written and verbal communication skills, including the ability to present complex information clearly and effectively to diverse audiences.
Ability to establish and maintain effective working relationships with elected officials, department heads, employees, and community stakeholders.
