The Central Nevada Health District (CNHD) Administrator/Health Officer is responsible for providing medical direction and clinical leadership as well as oversight of CNHD. Under CNHD Board of Health direction, the incumbent plans, organizes, directs, and oversees the operations and activities of a comprehensive community public health system; consults and participates in complex patient care situations and provides direct services as a Physician within CNHD’s health system.
The CNHD Administrator/Health Officer is appointed by and serves at the pleasure of the CNHD Board of Health (BOH) and is responsible for enforcement of Federal, State, and local health laws and regulations; directs staff to fulfill the policies of the BOH; coordinates with local businesses and organizations to ensure and improve the health of the community; and establishes and maintains working relationships with pertinent Federal, State, and local agencies.

DISTINGUISHING CHARACTERISTICS:
This class manages a broad range of public health activities and programs for the CNHD. The incumbent is accountable for accomplishing department goals and objectives and for furthering CNHD goals and objectives within general policy guidelines. The Central Nevada Health District Administrator/Health Officer is a department-head position which serves at the pleasure of the CNHD Board of Health.
Essential Functions:
Demonstrates regular, reliable, and punctual attendance.
Develops, articulates, and implements the strategic direction for the CNHD; leads the engagement and marketing of the CNHD to potential funding sources and represents the CNHD in regional, state, and federal discussions which determine future funding possibilities.
Communicates essential and important public health information to the public as well as to health professional’s region-wide and leads multi-sector partnerships to improve health status and protect against threats to public health in the region.
Directs and oversees the assessment and monitoring of the health of CNHD's population.
Provides clinical supervision to mid-level providers with an emphasis as the acting Supervising Physician.
Plans, organizes, assigns, supervises, reviews, evaluates and hires staff; trains staff in work procedures; administers other personnel decisions as required.
Serves as billing provider for CNHD; provides medical consultation to District programs and community partners.
Supports CNHD’s clinical services, employee health, and special support programs such as County Correctional facilities; recommends and administers CNHD’s clinical policies and procedures.
Diagnoses and manages acute and chronic illnesses; performs physical examination, orders tests, prescribes treatment; reviews findings; provides follow-up care as needed.
Coordinates care with other physicians, mid-level providers and other staff; refers patients to specialty care as needed and ensures appropriate follow-up.
Ensure all credentialing and privileging files are completed and maintained accurately and compliant with program requirements.
Develops and implements public health policy consistent with the mission and overall goals of CNHD; develops protocols and standing orders for programs.
Manages and participates in the development and administration of departmental budgets and goalsetting processes; plans and supports continuous and adequate funding for key programs from all available sources including grant funding opportunities and fees for service.
Effectively communicates CNHD’s mission and values to staff and clients; assists with the evaluation of the impact of changes and assists in conducting staff meetings to discuss methods and policy changes for improving customer service, productivity and access, teamwork issues, and for promoting efficient and safe operations.
Ensures a work environment in which staff provide superior customer service to diverse clients, and staff teams are supported in resolving issues and conflicts as soon as possible; continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures in a Quality Assurance Program; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and directs implementation of changes.
Review of finding reports.
Prepares staff reports and other necessary correspondence to the CNHD Board of Health and State Board of Health.
Directs the development and implementation of partnerships and collaborations to provide effective political networks within the community, county, and the state; represent CNHD to elected officials and outside agencies such as Nevada Association of Local Health Officials, NACCHO, and other state and national organizations; explains, justifies, and defends programs, policies and activities; negotiates and resolves sensitive, significant, and controversial issues.
Attends and participates in boards and commissions, professional group meetings; stays abreast of current trends and innovations in the field; responds to and resolves difficult and sensitive citizen inquiries.
Performs routine health screenings and wellness exams; counsels on lifestyle changes to prevent and manage diseases or conditions.
Prescribes and oversees district prescribers for necessary medications to meet the patient and program outcomes.
Manages the relationship between the Board of Health and the Health District.
At the direction of the Board of Health, enforces all state and federal public health statutes and requirements and takes actions as necessary to maintain health and prevent the spread of disease including broad emergency powers in collaboration with CNHD Health Services Officer.
Develops short- and long-term strategies to address public health issues throughout CNHD and directs the activities of CNHD in implementing these strategies.
Ensures effective morale, productivity and discipline; plans, organizes, administers, reviews and evaluates the activities and performance of staff; works with staff to establish work priorities and schedules; encourages and provides for staff training and professional development; interprets District policies and procedures for staff; works with employees to develop short and long term goals, monitors accomplishments, establishes performance requirements and personal development targets and provides coaching for performance improvement and development.

Qualifications:
QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and Experience:
Medical doctorate and (5) years of professional experience as a practicing physician, two (2) years of which were in a supervisory role; AND five (5) years of management experience in an administrative position in a local, state, or national public health district, program, organization, or agency; OR an equivalent combination of education, training and experience.

CONDITIONS OF EMPLOYMENT:
Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
