Finance Director
County of McCormick, SC
The Finance Director is responsible for directing all financial operations of McCormick County.
This position assists the County Administrator in developing and implementing both the county and water/sewer annual budgets while forecasting revenues and expenditures for the upcoming fiscal year. The Finance Director also prepares monthly financial reports and reconciles accounts against the Treasurer’s reports.
This position directly supervises the Assistant Finance Director and the Payroll and Benefits Coordinator.
Minimum qualifications include a bachelor’s degree in accounting, finance, or a related field, along with three to five years of relevant experience that demonstrates a thorough understanding of the department’s operations. The successful candidate must be able to be bonded. Experience with QS1 or Public Q software is preferred. Experience as a Director is Assistant Director in local government is preferred.

In this role, the Director reviews and approves accounts payable invoices, signs warrants for payment, and authorizes water/sewer checks. The position oversees payroll activities, including the review of timesheets and payroll registers, and manages the investment of water and sewer funds. The Finance Director performs year-end closeout procedures, collaborates with auditors to facilitate the annual audit, and provides financial data as requested. The position also administers grant funds, makes bank deposits, and ensures that all information is accurately entered into software databases for reporting purposes.
Additional duties include invoicing other agencies for reimbursements owed to the county, preparing purchase orders, processing invoices for special revenue accounts, and attending meetings as required.
This position requires strong knowledge of budget development and management principles, generally accepted accounting principles (GAAP), and relevant federal and state laws, ordinances, and departmental policies. Proficiency with computers and financial software is essential, as are skills in management, supervision, problem-solving, prioritization, planning, and interpersonal relations.
The Finance Director operates under guidelines that include GAAP, Governmental Accounting Standards Board standards, internal control procedures, budgeting best practices, auditing principles, and county policies. These guidelines require careful judgment, interpretation, and selection in application, and the Director develops department-level guidelines accordingly.
Salary: $90,000 - $130,000
