Selection of ICMA's 2025-2026 President-Elect

At their quarterly meeting on June 7, 2025, the ICMA Executive Board selected Andy Pederson, village manager of Bayside, Wisconsin, to serve as ICMA's 2025-2026 president-elect.

Pederson will join the ICMA Executive Board as president-elect during the 2025 ICMA Annual Conference in Tampa/Hillsborough County, Florida, on October 28, 2025. His term as president of ICMA will commence during the 2026 ICMA Annual Conference in Long Beach/Los Angeles County, California. 

Pederson has served as the village manager of Bayside, Wisconsin, a community of 4,400 on the shores of Lake Michigan and the northern boundary of Milwaukee County, since 2005. Under his leadership, the village has worked to find new and improved ways to communicate and engage with its residents, demonstrating his commitment to transparent and responsive governance.

Throughout his career, Pederson has been an active and dedicated member of ICMA, committed to sharing best practices and promoting excellence in local government management. Pederson previously served on the Task Force on Financing ICMA; as a Midwest regional vice president on the ICMA Executive Board, 2013-2015, where he chaired the Audit, Finance and Business Operations Committee; on the 2015-2017 Strategic Planning Task Force; and recently completed work as a co-chair of both phases of ICMA's Governance Task Force where he helped to develop recommendations for a governance structure and process that is more representative and responsive to ICMA's membership.

2025 ICMA Annual Election Results

On June 9, 2025, ICMA canvassed 1,853 ballots cast by ICMA members who are eligible to vote based on the criteria outlined in ICMA’s Constitution. Through this ballot, Corporate (voting) members elected vice presidents from each of ICMA’s six regions to serve the 2025-2028 term on the ICMA Executive Board, and approved changes to Tenets 8 and 10 of the ICMA Code of Ethics.

Incoming Regional Vice Presidents

The six newly elected vice presidents will be inducted and take office at the ICMA Executive Board meeting during the 111th ICMA Annual Conference in Tampa/Hillsborough County, Florida.

  • International Region: Janis Lange, chief executive officer, Riga City Municipality, Latvia
  • Midwest Region: Cori Burbach, assistant city manager, Dubuque, Iowa
  • Mountain Plains Region: Penny Postoak Ferguson, county manager, Johnson County, Kansas
  • Northeast Region: Kristy Rogers, town manager, Milton, Delaware
  • Southeast Region: Justin Smith, assistant city manager, Pelham, Alabama
  • West Coast Region: Katie Koester, city manager, Juneau, Alaska

Three Corporate members served on the canvassing committee to witness the vote tally and certify the election results: Laura Fitzpatrick, deputy city manager of Chesapeake, Virginia; Peter Troedsson, city manager of Albany, Oregon; and Zachary Walker, city manager of Independence, Missouri.

Tenets 8 and 10 of the ICMA Code of Ethics

The membership overwhelmingly voted in favor of proposed changes to Tenets 8 (95% approval) and 10 (87% approval) of the ICMA Code of Ethics

The newly accepted revisions to Tenets 8 and 10 approved by the membership are effective June 9, 2025:

Tenet 8. Continually improve professional capabilities and those of others while fostering growth and development through ethical leadership and effective management practices.

Tenet 10. Oppose efforts to interfere with professional responsibilities by consistently executing official duties, policies, and processes with an unwavering commitment to unbiased public service.

Background: 2024-2025 Regional Nominations and Annual Election Process

Eighteen candidates applied and were interviewed by a nominating committee in each of ICMA’s six regions. The six regional nominating committees were composed of state/country and affiliate association leaders in the region and/or representatives appointed by them. Each committee nominated one individual to appear on the election ballot. Candidates not selected also had an opportunity to appear on the ballot via the petition process, although no candidates exercised that option.

Every year, each region has one regional vice president position become available. The upcoming 2025-2026 regional nominations process will launch after the conclusion of the 2025 ICMA Annual Conference in Tampa/Hillsborough County, Florida. ICMA encourages members who are interested in serving their peers in the profession and their associations to consider pursuing this opportunity. State/country associations and affiliate organizations are important partners with ICMA and are asked to identify and develop future leaders to serve on the ICMA Executive Board.

The 21-member ICMA Executive Board consists of a president, a president-elect, a past president, and 18 regional vice presidents.  There are six regions and each region is represented by three regional vice presidents. Regional vice presidents serve three-year terms.
