Betsy C. Keller, ICMA-CM, has been selected as the El Paso Commission for Women’s 2026 Women’s Hall of Fame inductee for her work in public service. Betsy has served as chief administrator of El Paso County, Texas, since 2008. In addition, she enjoys giving back to her profession. She is president of the National Association of County Administrators and serves as chair of ICMA’s global engagement committee.
It is an absolute privilege to recognize Betsy, a leader whose dedication to her community and team is nothing short of extraordinary. She leads with a rare blend of empathy and strength, proving every day that compassion and decisiveness are not opposing forces, but powerful partners in meaningful leadership.
Her commitment to the well-being of her team members extends far beyond policy or conversation.
