This article summarizes the various career development strategies employed by Lexington, Massachusetts Town Manager Richard J. White, recipient of ICMA's 1995 Award for Career Development in Memory of L.P. Cookingham. ICMA's Award for Career Development is presented to a corporate member who has made a significant contribution to the development of new talent in professional local government management. The article discusses how Mr. White initiated the Lexington Management Intern Program, in which the city hires two to three interns per year and gives them an opportunity to get involved in local government management. The program stresses independent thinking, teamwork, and good written and oral communication skills; interns gain new insights into the importance of good council-manager relations, personnel issues, budget preparation, citizen involvement, committee work, contract administration, and cost-effective programming.
