The City of Davenport was suffering from an exodus of residents to the suburbs, loss of job-creating industries, and the housing troubles of the Great Recession.  To combat this, the DavenportNOW program was created as a set of tax and service advantages meant to re-incentivize locating businesses and residents within the city limits.

The results of this set of changes have been tremendous: a total of $72 million invested in Davenport, and the city leads every regional city and suburb in housing starts and historic location rehab projects.
