Without a prison of its own, Bullhead City was forced to transport prisoners 40 miles to Kingman, AZ. Costs accrued in transport, holding, and healthcare of prisoners. Bullhead City therefore approached the Fort Mojave Indian Tribe in search of a better solution. Fort Mojave had an underutilized, fully staffed, federally-licensed facility. By choosing to send prisoners there, Fort Mojave gained new revenue with no additional costs and Bullhead City was able to reduce the costs of prisoners.
The program has been so successful that Fort Mojave is seeking to expand its prison facilities to accomodate more prisoners.
