King County, Washington is composed of 39 cities and 100 special purpose districts whose boundaries are very close and sometimes overlapping. This causes confusion for residents and businesses alike who may physically reside in one jurisdiction while their mailing address lists another. Those applying for grants faced a similar confusion because in addition to border confusion each city also had individual grant forms, selection criteria, and deadlines. The cities worked together with eCityGov Alliance to create the HSConnect.net which streamlined this process for all participating cities.
