Human Resources Coordinator

Under general supervision, serves as the primary point of contact for all Human Resources functions within the Town. Performs a full range of professional duties, including administration of employee benefits; recruitment, onboarding, and offboarding; maintenance of personnel records and employee data; processing employee status changes; coordinating job description updates with departments; completing employment verifications; overseeing annual performance evaluation processes; supporting employee relations and disciplinary procedures; administering personnel policies; managing leave programs and workers’ compensation claims; coordinating workplace injury reporting; and carrying out other related duties as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The statements below are intended to describe the general nature and level of work being performed by the individual assigned to this position. The position description is subject to change by the TOWN as the needs of the TOWN and requirements of the position change.· Manages human resources information system (HRIS) records and employee personnel files.
-Assists employees with benefit questions, claim issues, retirement inquiries, and related concerns.
-Administers health and retirement benefits, including Texas Municipal Retirement System (TMRS); assists with rate coordination and vendor negotiations.
-Processes benefit enrollments, qualifying events, and terminations; coordinates the annual open enrollment process, including employee information sessions.
-Conducts new employee orientation, ensuring employees understand Town benefits, policies, and organizational culture; collects required documentation for state and federal reporting.
-Performs recruitment activities, including posting job openings (through Texas Workforce Commission, Texas Municipal League, and other sources), coordinating with departments, reviewing applications, processing new-hire paperwork, coordinating pre-employment requirements, and onboarding.
-Coordinates and tracks annual employee performance evaluations.
-Administers leave programs (FMLA, sick leave, vacation, parental leave) in compliance with applicable laws and Town policies.
-Processes and tracks workers’ compensation claims and coordinates workplace injury reporting.
-Maintains I-9 forms, conducts periodic audits, and ensures compliance with federal employment verification requirements.
-Supports compliance with all applicable employment laws and regulations, including ADA, FLSA, HIPAA, FMLA, COBRA, and other labor laws.
-Coordinates and conducts employee exit interviews/surveys and processes offboarding paperwork.
-Oversees retention and archiving of employee documents to ensure records compliance.
-Provides guidance to supervisors and employees regarding personnel policies, procedures, and disciplinary processes.
-Coordinates employee training requirements (safety, compliance, or Town-mandated programs as assigned.
