Charlotte County is seeking an accomplished and dedicated Utilities Director to provide strategic leadership and operational oversight for the County’s utilities operations. The ideal candidate will demonstrate exceptional leadership, team-building, and motivational capabilities, fostering a collaborative and high-performing organizational culture. This individual will be skilled in establishing and maintaining effective working relationships with elected officials, department directors, commissioners, external agencies, business partners, and the public, ensuring transparent communication, sound decision-making, and the delivery of reliable, high-quality utility services to the community.
Candidate will meet the following qualifications for consideration:
• Bachelor’s Degree; Civil Engineering, Public Administration, Business Administration, or a closely related field.
• Ten (10) years of progressively responsible leadership experience in the management of public utility systems, including substantial supervisory and operational oversight.
• Demonstrated experience leading teams, managing complex systems, and supporting organizational objectives.
• Must maintain a valid driver’s license.
Preferred:
• Active Water and/or Wastewater Certification.
• State of Florida Professional Engineer (P.E.) License.
Accredited by the American Public Works Association (APWA), the Utilities Department provides safe, reliable drinking water, reclaimed water and wastewater services to more than 167,000 customers. Operating with a $490 million budget for FY2026, the department employs 325 professionals across Administration, Asset Management, Customer Service, Engineering Services and Operations. It manages more than 1,500 miles of water mains and 1,000 miles of sewer lines, serving four wastewater treatment plants (0.5 to 6 million gallons/day). Most potable water is purchased from the Peace River Manasota Regional Water Supply Authority, with additional supply from a reverse osmosis system for the Burnt Store area. Ongoing capital initiatives include expanding reclamation capacity, upgrading booster stations and advancing septic-to-sewer programs.
