The Los Angeles County Affordable Housing Solutions Agency (LACAHSA) stands at the forefront of addressing the most significant housing crisis in Los Angeles County’s history. Created through voter approval of Measure A and authorized by Senate Bill 679, LACAHSA is a newly established, independent public agency charged with protecting tenants and transforming how affordable housing is financed, delivered, and preserved across Los Angeles County. With jurisdiction spanning 88 cities and unincorporated areas and access to 36 percent of Measure A funding, the agency represents a once-in-a-generation opportunity to build a regional housing finance system at scale.

LACAHSA is seeking its inaugural Chief Executive Officer to lead the agency during a pivotal phase of evolution and early implementation. This is a rare opportunity for a visionary and execution-focused leader to build a countywide housing finance agency from the ground up, establish the systems and partnerships necessary for speed, accountability, and impact, and ensure that public resources translate into meaningful housing outcomes for communities most affected by housing instability. Reporting directly to a 22-member Board that includes Los Angeles County Supervisors, the Mayors of Los Angeles and Long Beach, City Councilmembers, regional representatives, and housing experts, the CEO will shape the agency’s organizational infrastructure, financial strategy, and programmatic direction. The CEO will position LACAHSA as a trusted regional convener and catalyst, capable of aligning cities, developers, community organizations, and capital partners around shared housing goals.

The CEO will oversee the design and deployment of innovative financing tools, including establishing a Joint Powers Authority to expand bonding capacity, and will guide programmatic investments across housing production, preservation, and tenant protection. As the public face of the agency, the CEO must bring political sophistication while being apolitical, combine bold vision with operational discipline, and demonstrate an unwavering commitment to equity, transparency, and ethical stewardship of public dollars while navigating complex political landscapes.

The ideal candidate will bring at least 10 years of senior leadership experience in affordable housing, housing finance, community development, or a related field. Deep expertise in housing finance, including capital markets, bond financing, Low Income Housing Tax Credits, and innovative financing structures, is essential. Candidates should have a proven record of delivering housing outcomes through production, preservation, or protection, of building organizations or programs from the ground up, and of working effectively across public, nonprofit, and private-sector environments. The ability to communicate complex financial and policy concepts clearly to diverse stakeholders is critical.

A bachelor’s degree in public administration, finance, urban planning, community development, or a related field is required. A master’s degree is strongly preferred.

LACAHSA offers a highly competitive executive compensation package, with a salary range of $275,000 to $400,000, commensurate with experience and demonstrated leadership impact. A comprehensive benefits package is provided, consistent with senior public sector leadership roles.
