This is the 2010 nomination of Montgomery, Ohio's Innovation Through a Culture of Continuous Improvement program for the Strategic Leadership and Governance Award. Through their initiative, City Manager Cheryl Hilvert and Assistant City Manager Wayne S. Davis have created a program that constantly seeks to develop public programs to make Montgomery more efficient and fiscally responsible.
