Seeing rises in youth obesity, social disconnection, and juvenile crime, the City of Davenport created a program to keep youth busy during the summer.  The summer pass allows parents or kids to pay a small one-time fee to allow youth free access to all of the city's entertainment and public transportation systems.  While the program is not self-sustaining, partnering with the city's public and private enterprises has allowed increases in school attendance, reductions in juvenile arrests, and increases in adult admissions to baseball games and recreational centers.
