To develop 21st Century leaders, the “Grassroots Leadership Development” program has been developed over the last two years as a tool for neighbors interested in organizing and developing as strong community leaders. The program seeks qualified participants, who must be a leader or member of a registered Garland neighborhood group or in the beginning stages of organizing. Upon completion of the program, each person provides a testimonial regarding his or her leadership development experience.  Through this program, the city is investing in their citizens so they have the tools to invest in the community. Overtime, this program will produce a large cost savings to the City and the Garland community by producing leaders who transfer a culture of volunteerism, engagement, and social capital value.
