Before the implementation of this project, the two square mile area of Peoria, Arizona known as “District 30” was one of the most dangerous places in the city. This neighborhood had become a haven for criminals, with notoriously high levels of violent crime, drug dealing, and vandalism. After years of deterioration, the situation became impossible for the city to ignore. Because the police had come to be viewed with suspicion in this area, it was clear that traditional police action alone would not be sufficient to resolve District 30’s problems. Instead, the challenge required a new, more innovative approach that focused on building trust. The Peoria Police Department implemented a new project designed with one end in mind--the establishment of a long-term, sustainable relationship built on the foundation of cooperative problem-solving through the combination of community-level  action and  government resources. The coordinated involvement of community advocates, non-profit groups and other city departments meant that the police could assume a less conspicuous role. As a result of this intradepartmental cooperation and community engagement, District 30 has taken the first steps toward becoming a more peaceful, vibrant community.
