 
The Warrensburg Area Partners in Prevention (WAPIP) Alcohol Management Program was established in 2007 as a collaborative effort between the City of Warrensburg, Missouri, and the University of Central Missouri, along with a number of state and community partners including local liquor license holders, Whiteman Air Force Base, and Missouri Alcohol and Tobacco Control. It was formed in the wake of a staggering increase in the incidence of assaults, fights, disturbances and liquor-related arrests in the downtown district in the eight-year period between 1998 and 2006. Since its implementation the number of liquor-related arrests in the downtown district has fallen from a high of 293 in 2006 to nine in 2008, while the number of assaults, fights, or disturbances reported has fallen from 207 to 17 in the same period.
