The City of Flagstaff is seeking a dynamic and collaborative Deputy City Manager to help advance the City’s mission, values, and long-term vision. As the City’s third-ranking chief administrative officer, the Deputy City Manager partners closely with the City Manager and executive leadership to provide strategic direction and drive organizational excellence across assigned divisions. This role calls for a confident, forward-thinking leader who exercises sound judgment and initiative while guiding Division Directors, fostering professional growth, and supporting succession planning. Serving as a visible ambassador for the City, the Deputy City Manager builds strong relationships with community members and collaborates with local, state, federal, and Tribal partners. Working in close partnership with the City Manager, this position plays a critical role in overseeing the City’s organizational structure, delivering high-quality public services, and making a meaningful impact on the community we serve.

POSITION RESPONSIBILITIES:
Provides excellent customer service to both internal and external customers.
Oversees approximately half of City operations and services. See City of Flagstaff organization chart for current assignments.
Works with the City Manager in planning, organizing, coordinating, and implementing programs on matters affecting assigned areas of responsibility.
Provides administrative direction as assigned; directs the activities of employee groups through coordination with division heads.
Exercises initiative, discretion, and independent judgment within broad policy framework in carrying out policy interpretation.
Guides staff in analyzing, developing, implementing, and evaluating policies, procedures, and programs.
Evaluates the pending or actions of other governmental bodies as they may have an impact on the City.
Takes final action on all personnel, financial, and operational matters as delegated by the City Manager.
Advises the City Manager on City areas of responsibility through oral and written reports for review.
Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Represents the City Manager in meetings, conferences, negotiations, and other functions.
Serves as the chief administrative officer in the absence of the City Manager.
Supports the organizational culture.
Performs related duties, as assigned.

MINIMUM REQUIREMENTS:
Bachelor’s Degree in Public Administration, Business Administration, Management, or a related field.
Seven years of administrative and professional high-level experience related to budgeting, strategic planning, and communication with Council or a similar governing board, with significant experience at the senior management level.
Ten years of supervisory experience.
Or any combination of education, experience, and training equivalent to the above Minimum Requirements.

DESIRED EXPERIENCE AND TRAINING:
Master’s Degree in Public Administration, Business Administration, Management, or a related field preferred.
Governmental experience in various aspects of municipal operations, at the department or city manager’s office level.

OTHER REQUIREMENTS:
Must possess, or obtain upon employment, a valid Arizona driver’s license.
Regular attendance is an essential function of this job to ensure continuity.
Must be a resident of the City of Flagstaff during the tenure of office per City Charter Article IV, Section 1 (d).
This position is required to be performed in person, and employees must satisfy a residency requirement by living within the city limits.
