Position Overview
Reporting directly to the City Manager, the Assistant City Manager serves as a key member of the executive leadership team. This position provides executive-level oversight of assigned municipal departments and functions and serves as a strategic partner in advancing citywide initiatives, improving internal operations, and ensuring strong fiscal and administrative management. The Assistant City Manager will play a critical role in strengthening cross-departmental coordination, enhancing process improvement efforts, and ensuring organizational alignment with adopted strategic goals.
Key Responsibilities include, but are not limited to:
Providing executive oversight of assigned departments and municipal functions
Managing departmental budgets, procurement processes, and resource allocation
Leading organizational process improvement and operational performance initiatives
Preparing and presenting policy analyses, staff reports, and agenda items for City Council
Advising the City Manager on strategic planning, complex operational issues, and policy matters
Coordinating interdepartmental initiatives and major municipal projects
Evaluating service delivery models and recommending efficiencies and improvements
Assisting in development and monitoring of annual operating and capital budgets
Supporting negotiations related to contracts, interlocal agreements, and economic development initiatives
Monitoring state and federal legislative activity impacting municipal operations
Serving as Acting City Manager in the absence of the City Manager
Promoting a culture of professionalism, accountability, and customer service excellence
Minimum Qualifications
Bachelor’s degree in Public Administration, Business Administration, Political Science, or closely related field
Five (5) years of progressively responsible senior-level management experience in local government or a comparable public organization
Demonstrated experience overseeing multiple functional areas and advising executive leadership
Preferred Qualifications
Master’s degree in Public Administration, Business Administration, or related field
Membership in or eligibility for membership in the International City/County Management Association (ICMA) and/or the Texas City Management Association
Experience in budget development, financial oversight, internal controls, and performance management
Demonstrated success leading organizational change or operational improvement initiatives

Strong financial and analytical capabilities, including knowledge of municipal budgeting and accounting principles
Working knowledge of employment law and human resource practices as applied to municipal operations

Ability to manage complex issues while maintaining confidentiality and professionalism
Strong project management and organizational skills
Capacity to build productive relationships with elected officials, staff, residents, developers, and regional partners
Work Environment & Requirements
This position is salaried and classified as administratively exempt. Regular business hours are Monday through Friday, 8:00 a.m. – 5:00 p.m., with flexibility required for evening meetings and operational needs.
The Assistant City Manager must:
Maintain a valid Texas driver’s license
Pass a physical examination and drug screen
Be available before, during, and after emergency events
This position is designated as disaster essential and requires availability during emergency activations, including natural disasters.
