Reed Park Neighborhood is a neighborhood in turmoil. This low-income, densely populated area has been hit hard by the recent economic crisis. The neighborhood has traditionally experienced a high volume of calls for service due to gang activity, drug-related offenses, prostitution, abandoned/foreclosed or neglected properties, theft, graffiti and vandalism. In 2007, police policy dictated officers respond in pairs. At that time, Police were averaging a response of more than 3,100 calls for service in the one-square mile surrounding Reed Park. In addition, the majority of the properties located in the area were non-compliant with the City Code and City workers sometimes responded to code issues with a police escort. Citizens were wary of taking action due to misplaced fear of law enforcement and possible retaliation. The response needed to go beyond social work and assistance. We needed a cross-functional team and response that also carried with it a legal “hammer” to seek expedited compliance, also known as community prosecution. The A.C.T.I.O.N. Team is comprised of representatives from Legal, Police, Fire, Code Enforcement, Court, Neighborhood Services, Solid Waste, Transportation, Environmental Programs, and the Mayor/Council Office. In addition to City cross-departmental efforts, the A.C.T.I.O.N. team works with community stakeholders (local business owners, schools, faith-based and non-profit organizations and citizens) to identify and address problems in the focus area, and to work jointly to improve the quality of life and safety of the Reed Park Neighborhood.
