The Department

The Department of Community Development works diligently with various agencies, departments, and developers assisting the community with land development, geographic data, home improvement projects, and protecting the safety, health, and welfare of the residents of King George County through administering the VA Uniform Statewide Building Code. Job Overview

Reports to the County Administrator, the Community Development Director is a highly responsible professional position that plans, coordinates, and manages the operations and personnel of the Community Development Department; and develops and implements plans, policies, and programs to promote and increase residential and commercial activities with the County of King George. The Director is responsible for coordinating staff support to the Planning Commissions, Boards of Zoning Appeals, elected boards, and other commissions and committees.

Job Responsibilities
Planning, directing, and developing short- and long-range planning activities, services and programs; coordinating and supervising building codes enforcement, zoning ordinance and environmental code enforcement; serving as staff support to various boards and commissions; coordinating work with County Administrator and department directors; maintaining records and files; preparing reports.

Plans, organizes, and directs the planning, development and building inspections programs.
Provides staff assistance and recommendations to the Planning Commissions, Boards of Zoning Appeals, elected boards and other commissions and committees; prepares and presents various reports.
Consults with officials of the state and federal government to coordinate all phases of planning and community development for the County.
Legally responsible for the review and implementation of the local Zoning and Subdivision ordinance.
Supervises the maintenance of GIS, E-911 and long-range planning.
Prepares and maintains the general plan for the physical development of all jurisdictions in the County.
Coordinates reviews of site development plans to include VDOT, DEQ, VMRC, Service Authority, Fire & Rescue, engineering firms, and other agencies as necessary.
Prepares ordinances to implement growth and development policies, prepares amendments to Zoning Ordinance and subdivision regulations.
Prepares annual department budget and monitors expenditures as well as Capital Improvement Program requests; evaluates employee performance.
Processes rezoning applications, special exception applications, subdivision plats, and site plans.
Receives and responds to inquiries from the County Administrator, Board of Supervisors, and citizens.
May serve as principal subdivision, sediment and erosion control and zoning administrator for the County.
Performs related tasks as required.

Knowledge, Skills, and Abilities
Comprehensive knowledge of the advanced principles and practices of urban planning and community development; comprehensive knowledge of economics, municipal finance and sociology as they apply to urban planning; thorough knowledge of current literature and recent developments in the field; general knowledge of the principles and practices of civil engineering as they relate to planning and subdivision design and control; ability to interpret and analyze technical and statistical information and to prepare and present technical oral and written reports; ability to establish and maintain effective working relationships with associates, officials, other governmental agencies and the general public.

Physical Requirements
This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires walking; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions.

Additional Information
Education and Experience:

Candidates must possess a Bachelor’s degree from an accredited four-year college or university, preferably with a major in Engineering, Urban Planning, Public Administration, Business Administration, or a related field; possession of a Master’s degree is highly desirable. A minimum of five (5) years of direct experience in the field with one to three (1-3) years of extensive, progressively responsible administrative and supervisory experience or any equivalent combination of education and experience that provides the knowledge, skills, and abilities is required.

Special Requirements:

Possession of an appropriate driver’s license valid in the Commonwealth of Virginia.

Compensation & Benefits:

King George County offers an attractive compensation and benefits program. The range for this position is $81,612 – $134,660, placement within this range is dependent upon the qualifications and experience of the selected candidate. The competitive benefits program includes
